Charleston in Lewes launched in 2023 as a town-centre pilot, designed to broaden access and deepen engagement with local communities. Just a 10-minute walk from more than 8,000 students attending nearby state-maintained schools and a sixth form college, the site benefits from strong transport links and offers a vital opportunity to reach more diverse audiences. In March 2025, Lewes District Council granted Charleston a 25-year lease on the site, enabling the transition from a pilot to a permanent cultural centre at the heart of the town. As part of this next stage, we are seeking an experienced Evaluation Consultant to lead evaluation activity during the Development Phase of the project. The Development Phase will include securing any necessary planning consents and finalising key project documentation, including a comprehensive Business Plan, Management Plan, and a co-created Activity Plan focused on expanding access to heritage, learning and creativity. This phase will culminate in a Delivery Phase application to the National Lottery Heritage Fund, with the aim of securing £1.9 million in funding. The Development Phase is funded by The National Lottery Heritage Fund (@heritagefunduk), thanks to National Lottery Players. A fixed-price fee proposal for each phase, including a breakdown of days and estimated expenses

Evaluation of National Lottery Heritage Fund-supported projects
Capital works, community engagement, and heritage-related activity
Evaluation report writing
Collaborative working across internal and external teams
A strong understanding of NLHF evaluation requirements and best practice in project evaluation
