Freelance Evaluation Consultant for a National Lottery Heritage Fund supported project at Grade II* listed St John of Jerusalem, South Hackney. Fee up to £4,000 (excl VAT). September 2026 to June 2027. Quotations by 12 noon, Monday 24 August 2026.

Job Description

St John of Jerusalem, South Hackney, is a Grade II* listed Gothic Revival church, built 1845 to 1848 to designs by Edward Charles Hakewill. Supported by The National Lottery Heritage Fund, the PCC's project, St John of Jerusalem: Celebrating 200 Years, will secure the long-term sustainability of the church while opening up its heritage to the local community. Project strands include a community audit, business planning, condition and net zero studies, a fundraising strategy, pilot heritage engagement activities and two small capital works packages.

The PCC is seeking a freelance Evaluation Consultant to evaluate how effectively the project meets its outcomes and outputs, in accordance with the Heritage Fund's published evaluation guidance. Working from an evaluation framework agreed at the outset, the consultant will collect quantitative and qualitative data alongside project activities, through online surveys and one-to-one interviews or focus groups, identify lessons learnt, and prepare a final summative evaluation report spanning all aspects of the project, including the capital works, project management, budget, fundraising and heritage engagement activities. The report is to be submitted to the Heritage Fund in June 2027.

The commission runs from early September 2026 to June 2027. A fee of up to £4,000 (excluding VAT but including all expenses) is available. The number of days is for the consultant to propose; we anticipate around 12 working days spread across the commission, and in any event no more than 20 days (approximately 150 hours).

Evaluation activities involving children or vulnerable adults must be carried out in accordance with the PCC's safeguarding policy.

Job Requirements

The successful candidate will be a creative and innovative person, with:
- a background in the evaluation of heritage projects, including capital build, activities, volunteer and community engagement, and heritage education
- excellent communication and engagement skills, written and verbal, with people of all ages and abilities.

The successful consultant will enter into a consultancy agreement with the PCC and must hold appropriate professional indemnity insurance. Evaluation activities involving children or vulnerable adults must be carried out in accordance with the PCC's safeguarding policy.

Quotations should be a maximum of 3 sides of A4, covering a summary methodology and project plan, two or three case studies of similar work, and a fee proposal with a breakdown of days and day rates for each member of the team. Job Responsibilities

Reporting to the Project Manager, the Evaluation Consultant will:
- develop an evaluation framework and agree it with the Project Manager at the outset, so that data collection can run alongside project activities
- evaluate delivery of the project's outcomes and outputs and how it has met its approved purposes, using online surveys and one-to-one interviews or focus groups
- combine quantitative and qualitative measures of success, drawing on progress reports to the Heritage Fund and data collected during the project
- identify lessons learnt
- prepare a final summative evaluation report spanning all aspects of the project, including the capital works, project management, budget, fundraising and heritage engagement activities, for submission to the Heritage Fund in June 2027
- attend relevant project meetings and submit progress updates to the Project Manager as required.
