The Council wishes to establish a single provider contract for the provision of an Evaluation Consultant.

This is a services contract being procured under the Open procedure.
The Fashion Museum, Bath, Collection is in the care of Heritage Services which is part of Bath and North East Somerset Council. The Fashion Museum, Bath is one of the world's great museum collections of historical and contemporary fashionable dress. Designated by government as a collection of outstanding significance. It contains over 100,000 objects that have been designed, made, purchased, enjoyed, worn and treasured by people. These stories are an exhilarating encounter with fashion history and the stories that inform our future.

Job Requirements

The Evaluation Consultant will develop a plan, monitoring and evaluation framework using a Logic Model for the FMB project's Development and Delivery phases. This will ensure that progress is effectively and efficiently measured against project objectives, key milestones and intended outcomes and, where necessary, enable adaptation to activities and programming. The appointed Consultant will need to work with the museum and Council Team delivering the project, and their appointed Consultants, to evaluate the whole project development and delivery against the project objectives including capital works and regeneration initiatives, activities/programming, organisational development and project management.

The evaluation approach must be developed in accordance with the latest National Lottery Heritage Fund (NLHF) guidelines which recommend a logical framework is used setting out linkages between activities, expected outputs and outcomes for all elements of the project so that the evaluation 'tells the project story'.

Job Responsibilities

Summary below:

  • Conduct start-up meeting for project briefing and to agree aims, scope, methodologies, timing and reporting.
  • Facilitate workshops with the team/partners to develop an Evaluation Framework, Plan and Toolkit with KPIs, benchmarks, targets, Activity Plan and Theory of Change (finalised Jan 2026).
  • Liaise with consultants to coordinate evaluation, share intelligence, identify improvements, and collate baseline data for benchmarking.
  • Set up data capture, reporting structures and dissemination plan. Collect and analyse ongoing data, feedback and observations to assess outputs, outcomes and participation.
  • Deliver evaluation training, record short-, medium- and long-term outcomes, and hold quarterly progress meetings.
  • Produce development phase report (Feb 2026), annual interim reports (4 years) and a final delivery phase evaluation.
  • Provide ongoing evaluation and legacy advice.
